Can you "manage' without meetings?

As a manager your key role is getting the people in your team to work together productively.  The major element of that is your meetings.  The more senior you become, the more time you will spend in meetings - and the more critical it becomes to ensure they are as productive as they can be.

Why are meetings generally so bad?  Why does it seem so hard to run a good meeting?

That's because the 'traditional' meeting process is broken - it leaks like a sieve.  You can work very hard to compensate for this - but it seems so much easier when you use the Action Meetings process.
